1.0 INTRODUCTION
Integrated Disabled Women Activities (IDIWA) is a women-led organization of Persons with Disabilities (OPD) committed to transforming gender norms by strengthening women and girls with disabilities and their formations to challenge patriarchy and disability-based discrimination that perpetuate inequality in society.
IDIWA is part of the broader ecosystem of feminist, women’s rights, and disability rights movements in Uganda. The organization envisions an inclusive and violence-free society.
IDIWA’s mission is to promote gender equality and the rights of women and girls with disabilities to better health and sustainable livelihoods. Its overall goal is to improve the quality of life and social well-being of women and girls with disabilities.
IDIWA is seeking a competent Ugandan aged 25–35 years to join its team as a Programme Officer – Health and Reproductive Rights. The position is based in Iganga, with frequent travel to the program districts of Kaliro, Kamuli, and Namutumba.
The successful candidate will be required to sign and adhere to IDIWA’s Safeguarding and Child/Vulnerable Adult Protection Protocols.

2.0 PURPOSE OF THE POSITION
Reporting to the Programmes Manager, the Programme Officer (PO) will manage the day-to-day operations of the Health and Reproductive Rights programme. This includes developing work plans, implementing budgets, coordinating stakeholders, monitoring progress, and reporting results to ensure alignment with IDIWA’s mission.
The role involves activities ranging from grant support and partner coordination to monitoring and evaluation (M&E). Strategic responsibilities include:
Strategic planning
Financial oversight
Stakeholder engagement
Activity implementation
Monitoring, evaluation, and reporting
The position requires strong organizational, communication, and project management skills.
3.0 KEY RESPONSIBILITIES
A. Project Management
Develop detailed work plans, timelines, and deliverables
Implement daily program activities while ensuring quality and adherence to standards
Promote disability-inclusive Sexual and Reproductive Health (SRH) services and information for young women and girls with disabilities in line with IDIWA’s SRH strategy
Promote behavior change, life skills, and psychosocial support for young women and girls, including young people with disabilities
Coordinate the development and distribution of IEC materials, SRHR outreach services, and education initiatives
Identify and respond to emerging community issues related to SRHR, sexual violence, HIV/AIDS prevention, teenage pregnancy, and family planning
B. Financial Management
Assist with budgeting and financial planning
Track program expenditures
Manage program funds
Prepare financial accountability reports
C. Stakeholder Engagement
Build and maintain strong relationships with partners, grantees, community organizations, and government institutions
D. Monitoring & Evaluation (M&E)
Collect and analyze program data
Assess program impact and effectiveness
Ensure learning is documented and integrated into future programming
E. Reporting, Research & Documentation
Prepare narrative and progress reports
Develop case studies and change stories
Conduct evidence-based research and publications on SRH-R
Maintain accurate and up-to-date project documentation
F. Capacity Building
Provide technical assistance to staff and partners
Facilitate trainings, workshops, and learning sessions
G. Strategy & Compliance
Contribute to program design and development
Ensure alignment with organizational strategies and donor requirements
Adhere to organizational policies and safeguarding standards
4.0 CORE SKILLS & QUALIFICATIONS
Strong project management and organizational skills
Experience in budgeting, financial management, and reporting
Excellent communication and interpersonal skills
Strong analytical and reporting abilities
Proficiency in project management and reporting tools
Bachelor’s degree in a relevant field (e.g., Social Sciences, Public Health, Development Studies, Business Administration, or related fields)
